The Association for Promoting Sustainable Agriculture & Environment Conservation (APSAEC) is a Non-Profit Association (NPA) working with communities in the Lao PDR.
APSAEC is dedicated to promoting sustainable livelihoods and environmental conservation in communities, APSAEC believes that sustainable development depends on ensuring the basic needs of vulnerable individuals and communities are met without harming the environment.
APSAEC focuses on sustainable agriculture, biodiversity conservation, renewable energy, water and soil conservation, and climate change adaptation, The organization collaborates with local communities to understand their needs and design tailored interventions, APSAEC also advocates for policies that support sustainable livelihoods and environmental conservation, By empowering communities to lead their development and conservation efforts, APSAEC aims to create a more resilient and equitable future for all.
The APSAEC Organization was recently established through a formal request and approval process, in accordance with Government Decree No. 536 on the establishment of associations.
The Request Letter on forming APSAEC Mobilization Committees was approved by Ministry of Home Affairs (MoHA) on December 4, 2024.
The Request Letter on holding APSAEC Founding Meeting was approved by National Central Party Committee (NCPC) on September 5, 2025, and the meeting was taken place at the meeting room of Central Lao Front for National Construction (CLFNC), VTE Capital on 31 October 2025
Agreement on the Authorization for the Establishment of the APSAEC, Reg. No. 889/NCPC was officially approved by the NCPC on November 26, 2025
Agreement on the Registration of the APSAEC, Reg. No. 812/NCPC was officially approved by the NCPC on November 17, 2025
APSAEC has been officially authorized to implement and facilitate project initiatives across 17 provinces nationwide, as well as in the Nakhonluang Prefecture of Vientiane Capital.
1. Protect and conserve the natural environment: This objective encompasses environmental conservation efforts such as reducing pollution, minimizing waste, and promoting sustainable practices to preserve natural resources for future generations.
2. Enhance community resilience and well-being: This objective focuses on supporting vulnerable communities through sustainable livelihoods, climate-change adaptation, and community-development initiatives. It aims to improve socio-economic conditions particularly in rural areas by providing access to education, healthcare, equal opportunities, and training, and by promoting eco-friendly livelihood activities.
3.influence policy and practice for sustainable development: This objective involves advocacy and policy work to promote sustainable development, protect natural resources, and ensure the rights of vulnerable communities. It also includes providing research and expertise to inform evidence-based policies and decision-making at national and international levels, ultimately contributing to a more sustainable and equitable future.
Vision
APSAEC envisions a future in Lao PDR where ecosystems are protected, biodiversity is conserved, and resources are used responsibly. To achieve this, it works in partnership with local government agencies, communities, and other stakeholders, ensuring that people live in harmony with nature and have access to sustainable livelihoods.
Mission
APSAEC's mission is to promote and implement sustainable livelihood practices grounded in environmental conservation principles, to respect and recognize the equal worth and dignity of all individuals, and to advocate for the equal participation of marginalized groups in its programs.
1. Sustainability: We adopt long-term thinking and responsible management of natural resources, ensuring our practices are environmentally sustainable, socially equitable, and economically viable.
2.Inclusive Empowerment: We promote equal participation and opportunity for all individuals, regardless of socio- economic, educational, or cultural background, and advocate for the rights of marginalized groups.
3.Responsibility: We acknowledge our responsibility and commitment to work in partnership with stakeholders to protect the environment and promote sustainable development. We take ownership of our actions and decisions and strive to minimize our impact on the environment.
4.Collaborative Leadership: We foster open communication, teamwork, and collective responsibility among staff, partners, and stakeholders to achieve our goals.
Our goal is to promote sustainable development by partnering with local government agencies, civil society organizations, development partners, and communities to conserve and protect natural resources and the environment sustainable while supporting livelihood activities.
